Looking up a property and appealing a value

Appeal deadline
Annual appeal: on or before September 1 (or a county-designated date no earlier than August 1)2

Consolidated County Assessment Law applies to counties of class 2A through 8 (not Philadelphia or Allegheny, except listed sections)3
Common level ratio
State Tax Equalization Board (DCED Tax Equalization Division) publishes each county's Common Level Ratio used in appeals4

How Pennsylvania handles it

  • Allegheny County property assessments. Allegheny uses 2012 base-year values from its Office of Property Assessments; appeals go to the Board of Property Assessment Appeals and Review7
  • Assessment law exceptions. Consolidated County Assessment Law does not generally govern 1st and 2nd class counties (Philadelphia, Allegheny)3
